Subject:- Memorandum Submitted to honourable Delimitation Commission by the Delegation of Panun Kashmir under the Leadership of Virender Raina, President Panun Kashmir.

Panun Kashmir, the largest ideological party of the Internally Displaced Kashmiri Pandits, hereby,submits this memorandum on behalf of all those who have suffered forced Exodus from Kashmir following events of targeted killings and terrorist violence post 1989 -1990, inflicted upon the Minorities of Kashmir, predominantly among them being the indigenous aborigines Kashmiri Pandits. The targeting of Non Muslim minorities still continues, the case on the point is the recent killing of two Kashmiri Pandit Corporators serving in Kashmir, son of a popular eatery Krishna Dhaba and a jeweller at Hari Singh High Street. In addition to the targeted killings of the minorities, there have been mass killings of men, women and children at places like Sangrampora, Wandhama, Chattisinghpora, Telwani, Mehjoor Nagar, Gool and other places.

       After mass Exodus from Kashmir, the Internally Displaced People got scattered all over the country to fend for themselves, in search of means of livelihood and survival.

       The Internally Displaced minorities of Kashmir have all along faced neglect and apathy in Kashmir and continue to do so even after 32 years of exile. In addition to Political marginalization, Kashmiri Pandits and other minorities have faced administrative apathy and economic squeeze. In past the predominantly Kashmiri Pandit dominated constituencies in Kashmir were subjected to gerrymandering and as a result no representatives from the minority group were able to get elected to the state assembly. This situation continues even after their mass exodus from Kashmir.

           The preamble of our Constitution ensures justice: Social, Economic and Political to all its citizens. The minorities of Kashmir having got scattered all over the country have little chance, under the present circumstances to send it’s representatives to the state assembly and the parliament of the country and thus the voice of the minorities of Kashmir would never resonate in the state assembly or the parliament of the country, unless serious political architecture is created for them.

       The Kashmiri Pandits along with the other minorities of Kashmir have a district ethnic and aboriginal character which needs to be protected and politically empowered. The forced mass exodus from Kashmir makes makes us unique as a group that needs a voice in the assembly and parliament of our country.

     We, the Internally Displaced Minorities of Kashmir have great hopes from the Delimitation Commission under your august leadership to bestow us a political edifice, wherefrom, all the minorities of Kashmir would find a voice in the state assembly and the parliament of our great nation.

      We humbly request this august Delimitation Commission to :

1) Reserve Five constituencies in the state assembly for the Minority Population of Kashmir.

                Or

2) Nominate five members of the Minority Population of Kashmir to the state assembly as per their current population census.

3) Nominate one person of the Internally Displaced Population from Kashmir to the Parliament of the country.

4 ) Nominate one person from the Displaced Population from Kashmir to the Rajya Sabha of the country.
