LAHDC Executive Council led by CEC Feroz Khan discuss various issues of Kargil District with Advisor Umang Narula
KARGIL, JUNE 19, 2021: Executive Council of the Ladakh Autonomous Hill Development Council (LAHDC) Kargil led by the Chairman and Chief Executive Councillor Feroz Khan discussed various issues of Kargil District with the Advisor Ladakh Umang Narula at Tourist Facilitation Centre Kargil here today.
Executive Councillor for Horticulture Aga Syed Hassan Armaan Mosavi, Executive Councillor for Zanskar Affairs Er Phunsok Tashi, Executive Councillor for Works Aga Syed Abass, Executive Councillor for Health Mohsin Ali, Deputy Commissioner and CEO, LAHDC, Kargil Santosh Sukhadeve and Senior Superintendent of Police Anayat Ali Choudhary were present in the meeting.
During the course of the meeting, CEC Feroz Ahmad Khan appraised the Advisor about various issues related to employment, plan/budget, administrative issues, and other related issues. The CEC raised issues like definition of residence of Ladakh and urged the Advisor to initiate recruitment process in Ladakh.
As regards to plan and budget, the CEC urged for early issuance of guidelines for CCDF, making district Capex no lapsable, relaxation of norms for execution of works under CCDF, early approval of schemes by JKIDFC, increase of annual district Capex budget by 15 percent, continuance of subsidy component etc. The CEC further discussed the potential drought situation in Kargil and urged the Advisor to initiate early action and provide relief assistance to mitigate the losses.
Regarding administrative issues, the CEC projected demand for regularization of casual labourers, inclusion of areas within 10 kms of the Actual Line of Control in the beneficiary list of ALC certificate, SRO 43 pending cases, accommodation for employees’ transferred outside the district, career progression of lecturers, filling up of the vacant positions of SDMs, BDOs and Tehsildars, equal distribution of newly recruited doctors, release of salaries/payments of materials under MGNREGA, regularization of Rehbar e Talim teachers, transfer of Forest Protection Force from J&K to Ladakh, salary enhancement of Rehbar e Talim teachers, introduction of new subjects in higher secondaries, academic arrangement in schools to fill gaps among various other issues.
Among other issues, the CEC demanded re-engagement of casual staff of All India Radio Kargil, early disposal of Edu-Tab and inclusion of Jawahar Navodaya Vidyalaya, Kendriya Vidyalaya and Child Care Institutions in the list of beneficiaries, re-structuring of MSMEs and other loans, conduct of airport feasibility study for Kargil Airport, review of telecom sector, construction of Kargil Bhawan in Delhi, among other issues.
Advisor Narula gave a patient hearing to all the issues and demands projected by the CEC and assured to take appropriate measures for redressal.
