Ladakh admin issues afresh directions directs officials to get prior permission for availing leave
'JKAS cadre asked to seek prior permission of GAD Ladakh through concerned secretaries'
Leh, March 17, 2021: Stating that the cases of non-adherence to instructions regarding regulating and availing leave have been received, the LG led Ladakh administration Wednesday issued a set of directions to Government officials about leaving the station and warned of misconduct in case of any violation and directed all the officials to get prior permission for leaving outside the UT of Ladakh.
According to an order, issued by Ajeet Kumar Sahu Commissioner/ Secretary-General Administration Ladakh on the direction of Lieutenant Governor, a copy of which lies with news agency—Kashmir News Observer (KNO) reads that the administration in GAD, UT Ladakh vide circular No. 01 GAD of 2019 dated 30.11.2019 and order No. 115-LA(GAD) of 2020 dated 8.12.2020 has issued instructions regulating availing of leave, station leave permission and connected issues by all officers/officials of Union Territory of Ladakh.
The order said that since cases of Non-adherence to the said instructions are being received by the administration, it is imperative to reiterate the directions governing leave, station leave permission, and tours outside UT Ladakh.
Giving directions to officials, the order said that all the government employee shall seek prior sanction from the component authority/cadre controlling authority before proceeding on leave tours
It said that All officers borne on the cadre of JKKAS shall invariably seek the prior permission of GAD, Ladakh through their administrative secretary concerned and also shall take the approval of advisor if it concerns leave / your outside the UT of Ladakh.
The order issued reads that all officers and officials while proceeding on tour outside UT Ladakh shall seek the prior approval of GAD after routing the case through the concerned administrative secretary or DC concerned as the case may be.
The administrative secretaries for their leave/tour outside the UT shall send their proposal well in advance directly to the advisor, the order said.
It said that leave cannot be claimed as a matter of right therefore all administrative secretaries/head of the departments shall sanction leave of employees on the case to case basis, based on merits, and necessarily assign the charge of the officer to another incumbent by the issuance of an appropriate order.
The order also said that the leave application on medical grounds shall be accompanied by medical certificates from the competent authority. Leave applications officers especially directors/head of departments shall be submitted through the administrative secretary who will record his/ her remarks with due regard to conditions of work/substitute arrangements and submit to the competent authority as prescribed above.
The order further reads that the concerned DDOs shall ensure that the TA/DA of any employee is not drawn without the deputation order of the competent authority. The finance department shall issue similar instructions to the P&A officers not to entertain any bills until it is accompanied with proper order.
All the officers/officials are hereby directed to adhere to aforesaid instructions in letter and spirit without any fail, as any violation thereof shall be considered as misconduct under the conduct rules, reads the order—(KNO)
