JDU President Meets LG, Urges Action on PM Package and Migrant Camp Issues
Representation Seeks Policy Reforms, Financial Relief, and Enhanced Security for Displaced Community
Jammu, October 21, 2025: A delegation from the Janata Dal (United), led by its Jammu and Kashmir State President, Shri G. M. Shah, met with the Hon’ble Lieutenant Governor at Raj Bhawan today to submit a comprehensive representation highlighting the critical, long-pending issues faced by PM Package employees and residents of Migrant Camps.
During the meeting, which was described as a detailed and constructive discussion, Shri Shah apprised His Excellency of the hardships and policy gaps affecting the displaced community. The representation was submitted on behalf of Mr. Rakesh Handoo, Incharge of the JDU Migrant Cell & Spokesperson. According to the JDU, the Hon’ble Lieutenant Governor gave a patient and serious hearing to all concerns and assured his full support for the early redressal of the highlighted issues.
The memorandum focused on four major areas requiring urgent intervention: policy reforms, financial relief, safety measures, and infrastructure upgradation.
Key Demands for PM Package Employees:

Immediate amendment of Order No. 34 JK-DMRRR 2022 to align with the original absorption policy.

Extension of SRO-43 benefits to the employees.

Creation of 6,000 new government posts and the establishment of a Special Cell under Central Government supervision to manage employee issues.

Provision of financial justice through grade pay revision and a risk allowance.

Expedited completion of transit accommodations with a mandate to convert units to 2BHK, along with provision of basic amenities near these accommodations.

Mandatory ₹1 crore life insurance coverage and the implementation of better leave policies.
Key Demands for Migrant Camp Residents:

Addressing the acute water scarcity and deteriorating infrastructure, including pending repairs of roads and parks in Jagti, Nagrota, and other camps.

Enhancement of the monthly cash relief from the current ₹13,000 to ₹25,000, a revision that has been pending since 2010.

Implementation of sanctioned CCTV installations for security, deployment of adequate police personnel, and the holding of camp elections.

Simplification of administrative procedures for obtaining EWS certification and for processes like NAFSA punching.
Shri G. M. Shah emphasized that these points were “not mere demands but appeals for dignity, fairness, and justice,” reflecting the aspirations of a community that has remained resilient through decades of displacement.
In response, the Hon’ble Lieutenant Governor acknowledged the gravity of the issues and conveyed that the administration remains fully committed to ensuring the security, rehabilitation, and welfare of all PM Package employees and migrant camp residents.
The Janata Dal (United) concluded by expressing confidence that under the guidance of the Hon’ble Lieutenant Governor, these long-standing issues would receive urgent and compassionate attention, restoring faith in responsive governance.
