Sub: Reservations about DDC protocol and powers
Sir,
All Jammu and Kashmir Panchayat Conference an apex body of the Panchayat leaders comprising Panches, Sarpanches and BDC chairpersons of Jammu and Kashmir union teritory have some serious concerns and reservations about the government’s intention of conferning some powers and protocol to only DDC members and their chairpersons .
Sir, the mjority of people elected in first two tiers of Jammu Kashmir Panchayats are non political people because all the political parties had bycotted to the first two tier elections held in 2018 and 2019.Hoever, despite the boycott of all political parties people took part in the elections and majority of non political people got elected in the first two tiers . So empowering only third and political tier will only be an injustice with the general public who had taken part in these elections at a crucial time when all the political parties had boycotted these elections.
Sir, our only demand is that before confering any protocol and powers to the third tier, govt will have to keep in mind the powers and protocol of the first two tiers which comprises Panchayats and Block Development Councils . Sir, any injustice with the first two tiers will be injustice with the general public which stood with the government at the cruccial times. Inshort, we want empowerment of common people instead of empoerment of politicians . insttead of thinking about the protocol of politicians we request the government to think sersiously about the alaming umemployement of youth in Jammu and Kashmir . sir, hope your highness will give srious thought to our reequest and reservations.
