General Council Meeting of LAHDC Kargil: CEC Feroz Khan reviews physical, financial progress of works under District Capex Budget 2021-22

KARGIL, NOVEMBER 28, 2021: Chairman and Chief Executive Councillor, LAHDC, Kargil Feroz Ahmad Khan reviewed the physical and financial progress of schemes and works of different sectors under the District Capex Budget 2021-22 during the General Council Meeting of LAHDC Kargil at Conference Hall Baroo here on Saturday.

Executive Councillor for Horticulture Aga Syed Hassan Armaan Mosavi, Executive Councillor for Tourism Er Phunsok Tashi, Executive Councillor for Works Aga Syed Abass Razvi, Executive Councillor for Health Mohsin Ali, Deputy Commissioner and CEO, LAHDC, Kargil Santosh Sukhadeve, Superintending Engineer PWD Er Tashi Tundup, Chief Planning Officer Abdul Hadi, besides Councillors, sectoral officers and Executive Engineers of various Sub-Divisions attended the meeting.

During the course of the meeting, CEC Feroz Ahmad Khan enquired from the officers about the status of execution of works on various on going and new projects under the Engineering and Non-Engineering sectors.

Addressing the meeting, the CEC stressed the sectoral officers to fast pace the execution of works in view of the approaching winter season and emphasized that 80 percent expenditure should be booked by the end of December, 2021. He also directed the concerned executing agencies to process and submit the remaining land, tree compensation cases with all relevant details to prioritise the release of compensation in favour of the affected beneficiaries.

Stressing on the need to ensure timely start of developmental works and to avoid unnecessary delays, CEC Khan directed the SE PWD Kargil and other concerned senior officers to complete the tendering process of all ongoing works by the end of March, 2022. He also asked the Councillors and sectoral officers to convey their CCDA savings to the DC/CEO LAHDC Kargil by 5th of December, 2021.

The sectoral officers assured the CEC that 80% financial progress shall be achieved by ending December, 2021.

Deputy Commissioner and CEO, LAHDC, Kargil Santosh Sukhadeve presented a detailed power point presentation on the proposed schemes designed by the LAHDC Kargil under the subsidy component which have been submitted to the UT Administration Ladakh for approval. He said that the schemes include the winter tuition scheme, subsidised coaching scheme for competitive exams, rehabilitation scheme, subsidised scooty scheme, subsidised laptop scheme, housing scheme–Gosmet-I-Goyoqs, water mill scheme, hydroponic scheme, apricot orchard development scheme, model school scheme, subsidised e-car scheme, subsidised helicopter service scheme, skill enhancement scheme, and scheme components under sports.

During the meeting, Councillors highlighted different developmental issues pertaining to their respective constituencies while several unanimous decisions were taken by the house.

It was decided during the meeting that a multipurpose community hall for the Muslim community will be constructed at the land allotted for construction of Lungnaq Sarai/Multipurpose Hall at Old Padum, while a separate portion of land will be allotted for construction of Lungnaq Sarai at Padum.

Meanwhile, presentations on rationalisation of schools and teaching staff in the district and solar air heating technology were presented by the Chief Education Officer Kargil Nazir Ahmad Wani and Naveen Gahlawat of Krishak Agritech respectively.

Councillors put forth their suggestions with regard to the rationalisation of schools and teaching staff in the district, schemes proposed under the subsidy component, adoption of solar air heating technology in government and community buildings.

Highlighting the need for merging of government schools with no or minimum enrolment with other schools in cluster mode for judicious utilization of manpower and infrastructure, CEC Feroz Khan urged the councillors to persuade the public to enhance the enrolment of students in such schools which he suggested to club with nearby schools in case of no satisfactory progress. It was decided to give one year’s time to the Councillors, Village Education Committee members and the local community members for enhancement of students in government schools before any decision for merger is taken in this regard.

The CEC however asked the Councillors to give proposal for merger of schools with least possibilities of enhancement in enrolments by March, 2022 so that such cluster schools can be made properly functional from the next academic session.

CEC Feroz Khan while expressing gratitude to all the Executive Councillors, Councillors and the district officers for their continued efforts towards the development of the district urged them to work in tandem and close coordination so as to ensure creation of tangible public assets on ground.
