2nd Half of 4 Days Capacity Building Programme on GFR, Public Procurement concludes in Kargil
KARGIL, NOVEMBER 25, 2021: The 2nd half of the 4 Days Capacity Building Programme related to General Financial Rules (GFR) and Public Procurement organized by the Indian Institute of Public Administration (IIPA), New Delhi in collaboration with the General Administration Department, UT Ladakh concluded at Conference Hall Baroo here today.
Coordinator of the programme Naib Tehsildar Kargil Muhammad Hassan besides other district officers and officials who are presently dealing with or are likely to be associated with public procurement of goods, works and services from Procurement, Finance, Technical/ User Departments and Audit attended the capacity building sessions held today.
Officers of the Agriculture, Youth Services and Sports, Horticulture, Animal and Sheep Husbandry, PDD, PDC, I&FC, Soil Conservation, CDPOs, Principals of various higher secondary schools, AEEs and AEs besides other officers and officials were imparted detailed awareness about various aspects of GFR and public procurement system.
Dr Surabhi Pandey Program Director IIPA connecting virtually thanked the UT Administration Ladakh for providing opportunity to the IIPA to train the officers and officials.
Expert from IIPA Shrish Ojha conducted sessions on the concluding day wherein he presented detailed power point presentation about procurement of work and contract management. He also enlightened the participants about the instructions in the General Financial, 2017 on procurement of works and types of tenders and contracts besides the process of standard bidding documents.
During the sessions, thorough deliberations, experience sharing, case study and panel discussions were held among the participants.
Meanwhile, all participants shared their experiences and feedback about the two days workshop and thanked the IIPA and the General Administration Department UT Ladakh for conducting such workshops in Kargil.
District Superintendent Engineer PWD Kargil Tashi Tundup along with the Research Officer IIPA Ayush Negi, resource persons from the IIPA and Naib Tehsildar Muhammad Hassan distributed certificates and pen drives among the participants.
Pertinently, the objective of the capacity building programme was to sensitize the participants about the changes made in the orders in GFR, 2017 relating to public procurement, procurement of goods with government fund, contract management, e-procurement, GeM and Budget, Grant in Aid and Bank Guarantees and other related aspects so that they can perform their duties and functions properly and efficiently.
