Initiate  Independent probe against pending Transfer lists under ATD-2021 -AJKLTF

Ramban, November 28, 2021: All Jammu Kashmir and Laddakh Teachers Federation affiliated with Akhil Bhartiya Rashtriya Shakshik Mahasangh held a monthly meeting under the chairmanship of District  General Secretary Ramparshad Singh Manhas

 in which the members appealed Higher Authorities to personally intervenes and initiate an independent Enquiry regarding irregularities, omission & commission with regards to the gross violation of transfer norms, pick and choose transfer of hundreds of teachers in recent ATD 2021 in some districts and Initiate  Independent probe against pending Transfer lists under ATD-2021 delayed by some CEOs deliberately to harass the teachers who are waiting since one year for their suitable trasfer.

AJKLTF appreciate the working of those Chief Education officers, who have fairly implemented ATD-2021 in their respective districts. They deserve for highly appreciation and rewards for their efficiency and honesty for transparency in transfer of teachers without any delay in their respective districts. The meeting also discussed the on going membership derive in the district, celebration of 75 years of Independence and celebration of birthday century of Guru Teg Bhaduar.

In the meeting Devraj Thakur President JKUT, appealed  Administrative Secretary Education B K Singh, to personally intervene in this matter where large scale corruption and misappropriation in ATD -2021 done by some districts particularly Chief Education officer Rajouri and appealed for constituting a high level  committee against C.E.O Rajouri and other officials for committing  gross irregularities and misappropriation in this process.

He appreciate the decision of Administrative Sec. B K Singh for taking immediate action and keeping abeyance the whole transfer orders issued by CEO Rajouri and his attachment.

“It is a serious matter that some Chief Education Officers are openly violating all the norms and misusing their official positions, they first published a tentative list of transfers seeking objections but most of places of postings were changed even the teachers hadn’t filed any objections.In Ramban district some teachers are yet waiting for their adjustment who were transfered under ATD-2021,but not adjusted till date. The transfer of these teachers showing some thing missy so the higher authority must take it seriously and must initiate enquiry in this matter.

 A number of influential teachers were dropped from tentative list without any valid reason. some of them were adjusted in prime locations even the said list was for soft to hard zones and vice versa. No criteria of stay was followed while making these transfers. The limit of violations was crossed when a teacher was ordered to report to CEO Office Rajouri till further orders against his consent”,Thakur alleged .

Thakur demanded that the whole transfer list of Raouri distt should be cancelled and fresh proposals be proposed under norms of transfer policy. A period of stay should be fixed and all those beyond this should be transferred without pick and choose.Thakur further said that large scale corruption can not be ruled out and demanded high level inquiry into the matter.

 Thakur further said that many teachers were transferred from different zones, who were blue eyed are illegally adjusted  without any need just to give them undue relaxation ignoring children and school suffering due to under staff.

Some highly qualified are transfered in primary and middle and less qualified in HSS/and HS. Thakur appealed the higher authority to initiate an independent probe against  all the transfers/ modifications /attachments, which were affected violating all rules and norms  against the transfer  policy framed by department  under ATD-2021, and make fresh transfer under ATD in the interest of teachers.

“The delay of ATD-2021 by some districts are a matter of serious concerns , it’s a violation of norms, to delaying the  implementation of government policy in the interest of teaching community in the Jammu Kashmir. The deliberately delaying transfer of teachers,large scale corruption can not be ruled out and demanded high level inquiry into the matter. Teachers are crying since many years for transparent transfer policy in Jammu Kashmir,  but after implantation of ATD -2021 some CEOs deliberately kept it with held for unknown reasons.

We demand immediate release of transfer lists delayed by some districts without any reason”,Thakur demanded.

 He also appealed Administrative Sec. Education and Director School Education Jammu that initiates inquiry for gross violation in ATD-2021 reasons for delaying transfer lists by some CEOs and refer this case to ACB and immediate suspension of CEO Rajouri for fair investigation in this matter.

The district executive also discussed other organisational issues, membership drive, formation of units upto cluster levels, celebration of birth century of Guru Teg Bhadur and celebration of 75 years of independence programs in the district.
